Gideon Welles

Gideon Welles was a prominent Democrat in Connecticut before joining the Republican Party in 1854. He founded the Hartford Evening Press in 1856 and was appointed secretary of the navy in 1861. Welles is responsible for the development of the navy's ironclads, and despite heavy criticism, served a long tenure as secretary of the navy.
