Maj. Gen. Simon Bolivar Buckner Jr., commanding general of the Alaska Defense Command at his headquarters in Alaska in 1943, awards the distinguished service medal to Col. Benjamin B. Talley, an engineering officer who planned and supervised the construction of all army installations in Alaska.
